Opinion: A new report speaks to the gap in understanding the role of Indigenous governments in leading emergency response in their own communities.

In 2017, the Tŝilhqot’in Nation watched its territory burn in a record-breaking summer of wildfires. Over 65,000 people in B.C. were displaced, including many Tŝilhqot’in citizens. For more than two months, Tŝilhqot’in fire crews fought alongside provincial wildfire crews and firefighters from around the world.

No government official should encounter Indigenous jurisdiction for the first time in an emergency. And yet this is what occurred on countless occasions during the 2017 wildfire response, as documented by the Tŝilhqot’in. In response to these challenges, the Tŝilhqot’in report identifies pathways for collaboration between orders of government. It identifies the need for government-to-government protocols that recognize Tŝilhqot’in emergency measures and it calls for training to ensure provincial emergency responders interact with Indigenous communities in a manner that is both culturally sensitive and legally literate.
