MANILA – The leaders of Japan and the Philippines on Friday agreed to start negotiations on a reciprocal troop access deal, strengthening military cooperation amid rising maritime tensions in the region and an increasingly assertive China.

Both the Philippines and Japan, two of the US’ closest Asian allies, have taken a strong line against what they see asJapan does not have any claim to the South China Sea, but has a separate maritime dispute with China in the East China Sea. Tokyo has Reciprocal Access Agreements with Britain and Australia, and also hosts the biggest concentration of US forces abroad.
