Japan 's Cabinet approved a record 8.7-trillion-yen ($55-billion) defense budget for 2025, accelerating the country's buildup of strike-back capability and deployment of Tomahawk missiles to counter growing threats from China , North Korea , and Russia . The budget marks the third year of Japan 's five-year military buildup under its 2022 national security strategy.
The spending, part of a record 115-trillion-yen ($730 billion) national budget bill, requires parliamentary approval by March for enactment. Japan plans to deploy US-made Tomahawks late in fiscal year 2025 as part of efforts to acquire long-range strike-back capability. The budget allocates 940 billion yen ($6 billion) for this 'standoff defense system', including a satellite constellation and other arsenals. This includes 1.8 billion yen ($11.4 million) for equipping Aegis-class destroyers to launch Tomahawks. Japan also plans to spend 533 billion yen ($3.37 billion) to reinforce its missile defense system, buying interceptors and a mobile reconnaissance radar for Okinawa. Under the strategy, Japan aims to double its annual military spending to around 10 trillion yen ($63 billion) by 2027, becoming the world's No. 3 military spender. Japan is strengthening its domestic defense industry through joint development and promoting foreign sales.
