Japan 's Cabinet approved a record 8.7-trillion-yen ($55-billion) defense budget for 2025, accelerating the country's buildup of strike-back capability and deployment of Tomahawk missiles to counter growing threats from China , North Korea , and Russia . The budget marks the third year of Japan 's five-year military buildup under its 2022 national security strategy.

The spending, part of a record 115-trillion-yen ($730 billion) national budget bill, requires parliamentary approval by March for enactment. Japan plans to deploy US-made Tomahawks late in fiscal year 2025 as part of efforts to acquire long-range strike-back capability. The budget allocates 940 billion yen ($6 billion) for this 'standoff defense system', including a satellite constellation and other arsenals. This includes 1.8 billion yen ($11.4 million) for equipping Aegis-class destroyers to launch Tomahawks. Japan also plans to spend 533 billion yen ($3.37 billion) to reinforce its missile defense system, buying interceptors and a mobile reconnaissance radar for Okinawa. Under the strategy, Japan aims to double its annual military spending to around 10 trillion yen ($63 billion) by 2027, becoming the world's No. 3 military spender. Japan is strengthening its domestic defense industry through joint development and promoting foreign sales. For 2025, Japan plans to spend 314 billion yen on enhancing its defense industry capabilities
