It cannot be denied that for all intents and purposes, the President's hold over the Department of Agriculture (DA) is on a part-time, and not full-time, basis.
WHILE having President Ferdinand Marcos Jr. as the Agriculture secretary could be interpreted as a sign that his administration prioritizes the sector, or that the problems besetting it are serious enough for the President to call the shots, it could also very well be interpreted as resulting in his giving the agency only part-time focus.
Those who defend his holding the position argue that the department is so problematic and prone to corruption in many aspects of its operations it would take only a President to clean up the mess. We can grant this argument some consideration only if there is indeed a paucity of people who can equally perform the job.
