In her report published on Tuesday, Auditor General Bonnie Lysyk singled out Prabmeet Sarkaria's Treasury Board for 'not providing fulsome leadership'

The bang-for-their-buck Ontario taxpayers experience is undermined by inconsistent performance measurement and reporting by the province's ministries, the auditor general said in a new report.

The auditor general's office found that ministries' public reporting in recent years has been riddled with gaps and discrepancies. In theory, what ministries publish would show how well each performs, " information to both the Legislature and the public on whether tax dollars are being well spent," as a condensed "at a glance" version of Lysyk's report states.

Discrepancies from ministry to ministry, or year-to-year by the same ministry, in how performance is measured and what information is published have negative overall effects on the effectiveness and efficiency of their work, the auditor's report explains. Addressing ministries' 2020-21 annual reports broadly, the auditor wrote that they: "lacked quantifiable performance measures and were mainly narrative descriptions of ministry activities"; "contained very little discussion or analysis of risks"; and "did not highlight performance shortfalls and their causes ."

From looking at how the government evaluates programs — which are meant to inform changes, including expansions or cancellations, to any particular program — Lysyk identified various flaws. For example, of the 30 program evaluations that Lysyk's office reviewed, 21 of them only involved individuals who designed or delivered them. "We did not see attempts to ensure objectivity, such as engaging a third party to review the methodology or final report," her reports said.

"When they are done well and consistently, evaluations contribute to programs' continuous improvement. Yet over the past 10 years, I’ve been surprised at how little time is spent by ministries and program managers in evaluating their operations," wrote Lysyk, whose 10-year-term concludes on Sept. 3.
