Council, in its last meeting of the current iteration before the newly elected members are sworn in next month, voted Nov. 21, to approve the project. The vote was 6-1, with Coun. Justin Doiron abstaining. Coun. Norma McColeman, whose ward includes Winter Street, was the sole vote opposed. This was a contentious issue for council. A number of people who live in the Winter Street area voiced their opposition to the project being in their neighbourhood. The general line of reasoning put forward by nearly all the detractors was that a heritage residential district was not a suitable location for such a facility, and it would better serve the community elsewhere in the city.
