A former Conservative staffer says he believes the Liberal government puts a lower priority on intelligence than the Tories did

House, who is now a partner with law firm Fasken Martineau DuMoulin, said that when he worked in the public safety ministry, classified information was all brought to him on paper to avoid electronic systems that can be compromised.

During his own experience in the Department of Public Safety, working for then ministers Steven Blaney and Vic Toews, House said that despite the volume of intelligence information flowing into the minister’s office, there was no question that it all had to be read. “It is crushing, but again, we felt as an office, successive ministers felt, that the central part of our job — our job security and the security of Canadians — was to absorb all of this material.”Article content

“These two groups are living in two solitudes. They haven’t talked to each other. They don’t trust each other, they don’t speak each other’s language,” she said.Article content Carvin said fixing the issues identified in Johnston’s report will require better centralization of intelligence and more co-ordination. She said similar problems have been identified in other countries, but she noted that the office of Canada’s National Security and Intelligence Advisor , which reports to the prime minister, is weaker than its counterparts in other countries.Article content
