House reopens debates on interim franchise for ABS-CBN ABSCBNfranchise
MANILA—The House of Representatives on Monday reopened debates on a bill seeking to get ABS-CBN back on the air by granting a temporary franchise through October this year. House Bill No 6732 was passed on first and second reading on the same day last week, raising concerns that it might be later deemed unconstitutional since the law required approval on “separate days.
” Albay Rep. Edcel Lagman, who was pushing for a fresh 25-year franchise for the shuttered broadcast network, cited the need to “cleanse” the measure of “any constitutional infirmity.” “There is a need to remove any cloud of doubt on the constitutionality of the passage of to foreclose any reason for a presidential veto,” he said during interpellation. Deputy Speaker Luis Raymund Villafuerte insisted that last week’s procedure was “legally firm and sound and in line with the constitution.” But he said the bill was reverted to this phase in the legislative process to accommodate more questions and possible amendments from congressmen.
