House Leaders Urge Senate to Enact Environmental Assessment Bill
ENVIRONMENTAL ASSESSMENT,LEGISLATION,PHILIPPINES

The Speaker of the House of Representatives, Ferdinand Martin G. Romualdez, expressed hope that the Senate will prioritize the passage of a bill aimed at institutionalizing environmental assessments in all policies, plans, programs, and projects. Romualdez emphasized that House Bill (HB) 11093, known as the Philippine Environmental Assessment System Act, is crucial for balancing progress with environmental stewardship. The bill establishes a Philippine Environmental Assessment System (EAS) that mandates Strategic Environmental Assessments (SEAs) for broader development strategies and Environmental Impact Assessments (EIAs) for specific projects. The EAS seeks to integrate environmental considerations early in the development process, ensuring thorough evaluation of potential impacts. Critical projects would require a Certificate of Proponent's Environmental Commitment (CPEC) from the Department of Environment and Natural Resources (DENR).

These processes aim to integrate environmental considerations into development strategies early on, ensuring that potential environmental, health, and socio-economic impacts are thoroughly evaluated. “With the EAS in place, we are institutionalizing a process that ensures environmental risks are mitigated before projects are implemented. We cannot afford to sacrifice the environment for the sake of progress,” Romualdez stated.
