2002 salaries report reveals the city has 13 top managers making at least $250,000, including city manager Paul Mochrie at about $343,000.

• Francie Connell, director of legal services: $308,056• Karen Levitt, deputy city manager: $302,926• Donnie Rosa, general manager of parks and recreation: $290,478

The annual report excludes pay for the Vancouver Police Department, which reports its salaries separately, as well as city-affiliated agencies considered “consolidated entities,” such as the PNE, EasyPark and the Vancouver Economic Commission.
