It’s not just about this project, argued Coun. Sam Austin , but the precedent set if they allowed developers to not follow through on their commitments. In 2021, the province gave HRM the ability to enforce mandatory inclusionary zoning which would direct developers to include on-site affordable housing in their projects. Small developments could do cash-in-lieu contributions but larger developments would be discouraged from doing the same.
