But according to Ontario Court of Appeal Justice Paul Rouleau, who conducted the judicial inquiry into whether the Liberals’ invocation of the Emergencies Act was justified, merely making the Trudeau cabinet quiver like jellied dessert – whether their fear was warranted or not – was enough to justify suspending civil liberties, seizing bank accounts and generally acting as if Canada were ruled by elite prejudices, not by laws.

Because the Emergencies Act grants the federal government extraordinary power to suspend civil liberties and take arbitrary action without normal recourse to the courts, it is necessary for any government that wishes to invoke it to meet high, strict standards.
