Despite efforts to combat counterfeit goods, the Greenhills Shopping Center in Manila remains on the USTR's Notorious Markets List due to its continued prevalence of fake products.

The Greenhills Shopping Center in San Juan, Metro Manila, has been retained on the Office of the US Trade Representative ( USTR )'s Notorious Markets List (NML) following a 2024 report review. Despite efforts by Philippine law enforcement agencies and the Intellectual Property Office of the Philippines (Ipophl), Greenhills remains known for its wide range of counterfeit products, including electronics, clothing, shoes, bags, perfumes, and fashion accessories.

The USTR acknowledged that Greenhills management implemented a 'three-strikes' rule to penalize counterfeit sellers and that the National Committee on Intellectual Property Rights collaborated with the mall to transition it into a high-end shopping destination. This program involves rezoning the mall and encouraging sellers to offer local products through incentives and premium locations. However, the USTR stated that Greenhills continues to attract attention as a hub for counterfeit goods, with reports of hidden storage rooms for fake items. While the transition program is viewed positively, right holders are awaiting its effectiveness in addressing the volume of counterfeit goods. On a positive note, the Ipophl reported a significant increase in seized counterfeit goods to $617.8 million by the end of September last year, up from $471.4 million in 2022. An Ipophl official attributed the increase to improved enforcement efforts and better coordination with right owners, highlighting the agency's close work with local government officials to further reduce counterfeit goods in their cities
