The government will require persons deprived of liberty (PDLs) given parole or executive clemency to undergo a two-week quarantine before their release, according to President Duterte.
In his eighth weekly report to Congress Monday, the President mentioned the quarantine requirement as the Board of Pardons and Parole had begun processing applications for executive clemency.
“PDLs whose applications for parole and executive clemency will be granted shall undergo a mandatory quarantine period of 14 days prior to release,” he added. Excluded from the interim rules are those convicted of heinous crimes or drug-related offenses as well as those considered high-risk inmates. The Department of Public Works and Highways is set to build another quarantine facility inside the NBP compound, Duterte said.
