Honorariums to be considered as new funding policy is developed

Kings County Firefighters Association president Jeff Skaling, chief of the Canning Fire Department, says a consistent honorarium for volunteer firefighters across Kings County would be well received by members, who often incur incidental expenses during their duties. FILE PHOTOCOLDBROOK, N.S. — After operating funding for non-contracted volunteer fire departments in Kings County was frozen last year, an increase is in the works.

With recent cost of living increases, it was felt that some form of monetary stipend would be appreciated, especially if it was consistent across Kings County. Skaling said that, if approved, the $1,000 baseline honorarium would be well received by members and demonstrate that their service is valued.

He said some departments in Kings County currently issue honorariums, but amounts vary widely. There is no consistent policy on scaling amounts based on attendance, seniority, or extra duty participation, for example. Coun. Jim Winsor said he wants to acknowledge that the service provided by Kings County fire departments is “indispensable.” He asked what the current honorarium is for volunteer firefighters.

Frost said that if a department needs an increase greater than 7.7 per cent, the department could meet with finance staff and, in extreme circumstances, additional requests could come back to council. Frost pointed out that he said at a past FSAC meeting that he would gladly go to council and ask for a consultant to come in, if that is the will of fire departments and if they’ll participate with the understanding that recommendations would be implemented, and changes made. He said there have been studies conducted in the past.
