The teens were found on Swan Island just after 9am, having travelled across Port Phillip Bay, after they set off paddle boarding at Rosebud Beach off Point Nepean Road in Rosebud yesterday.
He said there were only two paddle boards between the four people, and that luck had most likely led to the teens being swept to land after travelling across the bay amidst the strong currents.Supt Rowlands said the incident should serve as a warning for Victorians to beware of the dangers and risks at beaches going into the peak of summer.
