The foreign nationals in this case required a work permit issued under IRPA through the temporary foreign worker program. The employees used code names on documents, including time and pay sheets. According to those documents and employee statements, they worked eight-hour days, five days per week and were paid $10 per hour in cash once or twice per week.

Moreover, while acting as an authorized immigration consultant, Carlito Benito counselled, induced and helped clients apply for study permits when he knew they had no intention of studying. He also told them they did not need to attend school but could still use the study permit for work. Many clients had been sending their money to family in the Philippines and had little to no savings in Canada, and if they told Carlito that they didn’t have the money, he would arrange for a short-term loan in that amount for a fee that ranged from $200 to $500.Article content
