The inquiry into the federal government's unprecedented use of the Emergencies Act during "Freedom Convoy" protests last winter will start public hearings on Thursday.Prime Minister Justin Trudeau named Ontario Appeal Court Justice Paul Rouleau as the inquiry's commissioner. Rouleau and his staff will lead witnesses through testimony and present their findings in a report.
Full standing means these groups and their lawyers will be given advance notice on information that is submitted into evidence, as well as certain privileges, such as the opportunity to suggest or cross-examine witnesses.The commission's public hearings are expected to last six weeks, ending on Nov. 25. It is not clear how much it will cost, but is expected to be in the millions.
