It has emerged no regulator is watching over coal certification, even after one lab confessed to switching results for the multibillion-dollar export industry.
“It was every company I had to deal with,” one former laboratory veteran tells theSources say some mining companies operated cleanly and some labs refused to alter results. It casts a spotlight on how the cargoes of bulk carriers for miners and coal buyers are verified.
The watchdog in January 2021 wrote to some mining companies it understood to be ALS clients “requesting them to make inquiries in relation to the alleged falsification and reminding them of their continuous disclosure obligations”, ASIC now says. “ASIC does not have any current investigation in relation to this conduct.”, based on whistleblower allegations, as involved in fake coal testing.the “limited scope of the ASIC investigation is very concerning”.
The minister raises a legitimate question. After all, coal buyers, such as power stations, can test the commodity themselves when a ship docks. If they’re not complaining, can anything be wrong? Terracom itself, in rejecting claims of falsification, has maintained no customers had complained.
The glacial pace of FOI reviews meant that despite an appeal being lodged in August 2020, no decision had been made about releasing the documents as of midway through last year when the Coalition was voted out.
