Rufus Rodriguez as he frowned on the Inter-Agency Task Force’s recommendation to limit the second tranche of the assistance only to those covered by the Enhanced Community Quarantine and Modified ECQ .
On May 1, the IATF placed Metro Manila and a few other local government units under MECQ and ECQ, while downgrading most provinces to GCQ. Rodriguez said while it appreciates the reasons of the IATF for its recommendation, the task force cannot go against the law.
