Council proceeded with the mall development only when the Bay “indicated by telegram that it would be in the proposed new centre.” The city manager said the executive for the Bay was “fully sympathetic” to the city’s situation and expressed a “continued interest” in the Bay establishing its first shopping centre store in the Lougheed area of Burnaby – if certain undisclosed criteria were met.It was the Bay’s first location in a shopping centre when it opened in August 1969 – and it was an impressive boutique.
