But he said these programs aren't enough in the case of large-scale infrastructure projects that span provincial boundaries. The start-up of the Trans Mountain pipeline expansion will boost Canadian oil production to an all-time high of 375,000 barrels per day over the next two years, according to a new report from Deloitte.
