Justin Trudeau’s offer to the provinces and territories sounds generous if you only consider the number of $196 billion over 10 years.

There was never a chance that the premiers would head to Ottawa and leave with the $28 billion per year health increase they were looking for, but the $4.6 billion on the table is underwhelming to say the least. Despite some muted complaining from premiers, none of them will reject this deal, they will accept it, perhaps try to get a bit more for their province or territory and get on with the business of trying to deliver health care.
Giving the premiers the $28 billion per year increase they asked for would not have solved the problems in our provincial health systems, but the $4 billion per year increase while interest payments increase at much higher rates is simply not acceptable.
