WE may end up having three Tulfos in the Senate of the Republic after the 2025 elections, this despite the expressed constitutional prohibition against political dynasties.

Enshrined in Article II, and considered as a basic state policy, is Section 26 which clearly states that 'The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.'At the outset, I have always come out with the position that an outright prohibition of political families is not only unrealistic, particularly in the Philippine setting where families play an important role in the social lives of people.

The Commission on Elections , as an independent constitutional body, shall have the sole power and authority to formulate rules and regulations to implement this provision before the conduct of the first legislative elections under this Constitution. It may amend such rules and regulations periodically, as the need arises. Such rules and regulations may be subjected to judicial review.
