The Department of Social Welfare and Development (DSWD) is providing comprehensive support to three Filipina surrogate mothers from Cambodia who chose to remain in DSWD facilities. Secretary Rex Gatchalian emphasized that the agency will ensure their mental, emotional, and physical well-being through psychosocial interventions before facilitating their reintegration into their families or communities. He acknowledged the trauma they endured and stressed the importance of emotional preparation for the reintegration process. Regarding the babies born to the surrogate mothers, Secretary Gatchalian affirmed that the best interest of the children remains paramount, with the ultimate goal of keeping mothers and children together.

“Reintegration is a very tricky process. You don’t just simply match them together physically, but there’s that emotional or mental preparation that has to take place. Remember what they went through is no simple feat. It’s a horrific event that should happen to no one,” the DSWD chief pointed out. “We always hope that we don’t have to separate a mother from a child, so that’s the ultimate goal,” Gatchalian said.
Gatchalian said the social workers who are acting as individual case managers are armed and trained to look at the fitness of the individuals to become parents.
