Transportation regulators are expected to come up with guidelines for the resumption of commercial travel by May 16, Presidential Spokesman Harry Roque said. Starting May 16, only Metro Manila, Laguna province, and Cebu City will remain under a "modified" enhanced community quarantine wherein select sectors can operate up to 50 percent of its full capacity.
