Defence spending headed offshore, manufacturers warn

Australia’s small manufacturers say the Defence Strategic Review will divert dollars towards off-the-shelf military equipment from suppliers in the US and Europe.

By the end of September, however, the Defence Department aims to release a new industry strategy including the strategic rationale for a sovereign defence industrial base, more targeted and detailed industrial priorities, defence acquisition reforms to support industry development and exports, and a detailed implementation plan.Defence’s deputy secretary of capability acquisition and sustainment, Chris Deeble, told a conference last month that Defence procurement will become more strategic.

One of them was Perth aerospace company Innovaero, which designed the OWL loitering munition, a drone-like anti-armour missile that can hover above the battlefield waiting for a suitable target, along with the airframe of BAE Systems Australia’s new Strix armed drone. The NIOA Group, whose five businesses in Australia and the US turn over $141 million a year, manufactures ammunition and already exports 155mm artillery shell castings, other ammunition and rifles to more than 75 customers around the world.

The M777 is also used by the Australian Army.Most overseas manufacturers build local supply chains for this reason and also because the Defence Department judges their bids partly on their local industry involvement plans. Local supply chains can be more than 50 per cent of the total project spend, though the core IP and decision-making are often retained overseas with the parent company.
