She died after disappearing. Police never called in a search and rescue team. Now, a scathing official report obtained by CBC points to an 'egregious dereliction of ... duties' by investigating officers.
Amanda Michayluk’s footsteps cast deep blue shadows across a snowy field, stretching in a line toward a Saskatchewan sunset.
The report goes on to say the RCMP’s investigation into her disappearance was plagued by tunnel vision, stereotypes and shoddy policing. “Somehow, one way or another, she either doubled back and took the wrong turn at [the] intersection or just kept walking,” Barton said. While questioning the family, Brennan noted Michayluk had “an active social life at the bar” and assumed that she had gone off with a friend, said the CRCC report.
But the area where the cell tower was located runs on Central Standard Time, while the Battle River area of Saskatchewan, including Maidstone, follows Mountain Time during the winter months. The CRCC report said the officers felt a night search would be too dangerous and told the family around 5 a.m. that arrangements had been made to begin a ground search at daybreak.
That same day, a volunteer search party — one not linked to police — set out with snowmobiles and a drone. “Their continued failure to call [search and rescue] at any point, despite consistently receiving information that should have refuted their tunnel vision theory, was unconscionable,” wrote Lahaie.
The watchdog called out Brennan and Henderson for telling the family a search would resume at dawn while failing to arrange for one.RCMP Commissioner Brenda Lucki agreed with most of the CRCC’s findings about how the case was investigated, and supported many of its recommendations. RCMP Code of Conduct boards are formal, court-like processes. Their adjudicators have the legal authority to impose disciplinary measures on RCMP officers, such as loss of pay or dismissal.
“While the public complaint process is generally remedial in nature, there are cases such as this that call out for higher accountability than can be achieved through measures like operational guidance alone,” she wrote. “One of the officers’ notes said that she thought that she was Métis or something like that,” said Barton.
She said the officer told her they needed to hear Michayluk’s voice “because you wouldn’t believe the paperwork we have to deal with now because of missing and murdered Indigenous women.”“actually realized that [Michayluk] was missing.” “At the very least, she did not receive reasonable police assistance due to the many deficiencies in the investigation into her disappearance.”
“More specifically, we are concerned with one-sided analysis used to allege discrimination while omitting important context, as well as the unwarranted speculation against our members’ actions and possible other outcomes related to the incident.”
