Nathalie Gougeon\u0027s three summaries of Ottawa\u0027s response to the 2022 convoy protest illustrate the many problems that occurred.

None of the three bodies escaped criticism in Gougeon’s reports, which, following audits by her office last June and July, were released on Wednesday. The city, though, which in the weeks leading up to the convoy’s arrival was largely kept in the dark by police, suffered the fewest bruises. Police and the police services board, on the other hand, were cited for much more flagrant, and frankly worrisome, offences.

Both decisions by police were irresponsible and shortsighted, adversely affecting the city’s ability to quickly and effectively respond to the convoy. The actions, or inactions, by police also played into the familiar and unfortunate narrative of police as partners in name only, generally unwilling to work with others despite repeated promises to do more to gain the public’s trust.Article content

No less damnable, though, were the actions of the seven-member board itself, of which Gougeon cited instances of not simply an absence of transparency, but sometimes a basic lack of understanding of its governing rules and responsibilities.Article content
