His vision for what the province could become burned brightly till the end

He has helped resolve disputes and seek solutions relating to resource management, including joint management of offshore resources, fish prices and the sale and revitalization of the Corner Brook paper mill.
Cabot saw the fishery as a renewable resource whose management should rest more fully with those living adjacent to the resource, particularly inshore fish harvesters.His vision for offshore oil and gas framed public policy in the province long before any drilling had begun, and he was instrumental in shaping the emerging industry so that its development would bring maximum benefits, both social and economic.
Just before his untimely passing on Sept. 2, 2022, Cabot produced a phased plan where gas would first be piped to shore from existing oilfields and later from new gas fields, drawing upon gas hitherto used primarily to maintain pressure on existing oilfields, but also to bring natural gas discoveries into production.
Cabot was not only a thinker and visionary; he was a doer. He recognized that wild fisheries must be supplemented by fish husbandry, and he became a pioneer in fish farming, growing small cod into larger cod using pens close to shore. He and his friends, including Con O’Brien, began this operation in Bay Bulls and extended the farms to other locations, some in sheltered harbours and others on land.
