Vancouver council opted not to limit the pace of redevelopment for existing apartment buildings in the Broadway corridor.
When the previous council approved the Broadway plan last summer, they also asked city staff to report back on a pace of change approach. City staff’s report back to council this week outlines three options for an annual limit on the number of redevelopments in these areas to five, 10 or 15 projects a year. Staff recommended the slowest option: five projects annually for the next three years, followed by a review.
City staff said limiting the number of redevelopments in the apartment areas would allow new rental homes to be added in the other parts of the Broadway corridor, including more non-market housing. Since its approval last summer, the city has received about 100 rezoning enquiries and applications for developments under the Broadway plan, Matt Shillito, the city’s director of special projects, told council on Wednesday.
The other half of rezoning inquiries the city has received so far would be unaffected by the “pace of change” policy, and about 30 of those include residential uses, comprising about 6,300 net new homes. Those projects would mean the displacement of some rental homes — which could include rented houses, basement suites, rented condos — but only about 300 units, so a far lower rate of displacement than what’s being proposed in the apartment areas.
Boyle said her goal was to “maximize new housing while minimizing displacement,” and she commented that she did not understand other councillors’ opposition to the amendment considering it seemed to align with their stated priorities.
