The Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), have announced they will not declare a holiday truce with the government this year. The CPP cites continued attacks by government forces, alleging violations of political and civil rights, as well as international humanitarian law. Despite the rejection of a truce, the CPP says NPA units and peasant organizations are preparing for meetings and assemblies to celebrate past victories and strategize for the coming year. The CPP also dismisses government claims that the NPA is significantly weakened, calling it disinformation.
