Canada\u0027s auditor general says COVID\u002D19 benefits were delivered quickly and helped mitigate economic suffering

Pre-payment controls were also lacking, though the report said the government made some changes to those controls for individual benefits. Although the subsidy did go to businesses in industries hardest hit by the pandemic, the report said the effect of the subsidy on resilience is unclear because the agency collected limited data from businesses.Article content
“The government was essentially working in the dark in administrating the Canada Emergency Wage ,” Corak said. The audit could not determine the number of employees who benefited, whether employees stayed with their employers or the exact number of people who were rehired as a result of the subsidy program.
The federal government said it would prioritize which to pursue by weighing the resources necessary with the amount owed.
