But in his public inquiry report into the construction and operation of LRT Stage 1, Justice William Hourigan was critical of former mayor Jim Watson and senior city staff for making some decisions that “irreparably compromised the statutory oversight function of council.” That was especially true when the city agreed to lower testing standards the trains needed to meet before the city took possession of the system. Council was never told of the change.
“It’s our authority at the end of the day to exercise due diligence. We delegated that away. We’ve seen Justice Hourigan say that was not a wise decision.” Coun. Cathy Curry, who voted against Menard’s motion, said she worried that councillors would be asked to make decisions on technical matters better left to engineers and other experts.
