As Durham Region gets ready for a final vote on where to extend its urban boundaries, questions continue to swirl around a rural area in northeast Pickering.

Environmental advocates have raised concerns about plans for a community called ‘Veraine,’ which overlaps with the headwaters of Carruthers Creek. They argue development on the northern lands could prove risky to the creek’s watershed.The lands, Veraine would cover around 4,000 acres that are owned by a collective of companies called the ‘Northeast Pickering Landowner Group.’ The project has been pitched as having room for a population of 60,000 people, and up to 45,000 jobs.

“This is a significant watershed,” said Helen Brenner, another member of the group. “In the face of climate change, should we be tampering with this?” However, the report leaves the door open for development, provided measures are put in place to minimize damage.reads a statement by the agency in November 2021

“[Veraine] will be world-class in terms of environmental sustainability, in terms of water treatment, in terms of housing mixes,” he said. “So I recognize and acknowledge the concerns expressed by some, but I think the TRCA report and the requirements of the planning act would correctly mitigate any of the potential downstream issues.”

This plan, dubbed ‘Scenario 2A,’ had been proposed by the Building Industry and Land Development Association , an advocacy group. Meantime, staff had recommended a more-modest expansion.

On December 23, during the holiday season, the office of Mayor Ashe sent a letter to Housing Minister Steve Clark,“The MZO has the ability to spur immediate action, by creating employment opportunities in construction and related fields,” wrote Ashe. “It will also remove uncertainty around timelines related to development or those associated with potential business investment and expansion for Pickering and the Durham Region.
