Article XIV, Section 14 of the 1987 Constitution mandates the State to “foster the preservation, enrichment, and dynamic evolution” of the country’s historical and cultural heritage. This is reinforced by Republic Act No. 10066 or the National Cultural Heritage Act of 2009, which prohibits the intentional destruction, alteration, or demolition of cultural properties without a permit from the National Commission for Culture and the Arts or other cultural agencies.
The law also bars the removal or relocation of declared cultural properties without authorization, as well as any renovation or modification that would diminish their historical value.
