Community land trusts are non-profits which own and manage properties forever. It can be affordable apartment rentals or home ownership. The United Way, and a long list of partners, are building a case to establish their version of CLTs in HRM.

“We’re just trying to situate ourselves and understand what the full potential of this thing could be and then take that to community … and really try to get feedback from community as to what they would want this to look like, what they would need out of this,” said Kevin Hooper with the United Way.

“At this stage of the game where the province has backed away from public housing, the non-profits in our area are just overwhelmed with a growing scope of need in terms of housing supports. There’s just a massive gap in terms of developing housing that is accessible and affordable for people who need it,” he said in a recent interview.

“To me, it really comes down to building capacity that is committed to affordable and accessible housing and we need lots of it. It’s not going to be something we solve project by project,” he said. “Across the country right now we’re losing three affordable housing units for every one we build. The market is hot and we can’t afford to lose anymore affordable housing,” he said.

Curtis Whiley is a founder of the Upper Hammonds Plains Community Trust. The community group doesn't own property yet but is committed to preserving land for the community and building affordable housing. - Tim KrochakIn Upper Hammonds Plains, a community settled in the 1800s by emancipated slaves and Black refugees from the War of 1812, a group of residents has high hopes for their new CLT.

Their CLT is about two years old and they don’t own a property yet but they have their eye on being involved in the planning for 1,100 acres of communal land that’s owned by other organizations.
