And the events that unfolded were “unprecedented in size and complexity”, which made Rouleau conclude that OPP should have raised some flags before the arrival of the convoy and the assumption that the protesters would only be there for a single weekend. Rouleau said Sloly crossed a line on operational operations at many occasions and described an “unhealthy dynamic” between the police chief and his team that furthered the problem of his involvement in operational matters.
Rouleau said he accepted that “it is no easy feat to pivot to a plan to dismantle a protest the size of the one in Ottawa” and members of the public and politicians held “unrealistic expectations” of how fast these plans could materialize. Even though much of the focus of the evidence was on Sloly, he added, it is “all too easy to attribute all of the deficiencies in the police response solely to him”.
