There is not much in APEP for advancing Canada’s offensive and defensive interests

As a State Department missive explained: “The Americas Partnership charts a path forward to tackle economic inequality, foster regional economic integration and good jobs, and restore faith in democracy by delivering for working people across the region.”

It looks more like the Trudeau government is trying to get on the good side of the Biden White House by putting its signature on a timid and largely symbolic regional initiative.Having said that, there is no disputing the fact that concerns about a rising China – and its growing presence in the Americas – is a principal driver of both the Trudeau and Biden government’s embrace of the APEP.

To the delight of some others, however, there is no reference whatsoever of revisiting the 1994 proposal for Lastly, the APEP has precious little to say about hemispheric trade equity or increased social investment. And it goes without saying that Biden is certainly not going to tout such hemispheric trade matters as the 2024 U.S. presidential election looms. He knows full well that he needs to win big in the Rust States – always leery of free trade promises – if he hopes to be re-elected president.
