The Comelec and PNP are set to discuss the implementation of Oplan Katok during the election period, with Comelec Chairman Garcia requesting its suspension to avoid voter concerns and potential bias.
The Commission on Election s ( Comelec ) and the Philippine National Police ( PNP ) are scheduled to meet this week to address their differing perspectives on the PNP 's implementation of its ' Oplan Katok ' initiative. Comelec Chairman George Erwin Garcia has been invited to the launch of the PNP 's 100-day operation plan and intends to use this opportunity to engage in a discussion with PNP Chief MGen. Rommel Francisco Marbil.
Garcia has repeatedly emphasized his request for the suspension of Oplan Katok's implementation during the election period, asserting that it is a beneficial program that can be resumed after the polls. He believes that suspending the operation during this time will alleviate concerns among voters that it is being utilized to favor specific politicians or candidates.Garcia argues that during the election period, there is no compelling reason to conduct door-to-door visits regarding firearms due to the existing gun ban. He suggests that if the purpose of the visits is related to illegal firearms, even if it is legal, it can be temporarily suspended and resumed after the election. Garcia emphasizes that the PNP and other deputized agencies should operate in accordance with the Comelec's mandate, which holds significant power during the election period. The 150-day election period commenced on January 12, coinciding with a nationwide gun ban, and is scheduled to conclude on June 11, a month following the May 12 elections. This measure aims to mitigate election-related violence. Garcia clarifies that while the Comelec prefers not to exercise its authority to override the decisions of other agencies, it will be compelled to do so if necessary to safeguard the public's interests and ensure a clean, honest, and orderly election. He assures a strong and collaborative relationship between the Comelec and the PNP, emphasizing the importance of open communication to address any concerns. Oplan Katok is a PNP initiative involving door-to-door visits targeting firearms with expired licenses. PNP spokesperson BGen. Jean Fajardo emphasizes that the program is not intended to intimidate or harass individuals. The implementation of Oplan Katok adheres to Republic Act 10591, the Comprehensive Firearms and Ammunition Regulation Act, which mandates firearm owners to renew their licenses periodically. Non-compliance can result in the revocation of firearm privileges and potential confiscation
