The Commission on Elections ( Comelec ) has nullified the reelection bid of former Albay governor Noel Rosal for the May 2025 midterm elections. The 17-page resolution issued by the Comelec 's Second Division on Friday, December 27, cited Rosal's dismissal by the Office of the Ombudsman in December 2022 for violations of the Local Government Code as the reason for disqualification.
This followed a petition filed by Josefino Dioquino, arguing that Rosal's previous dismissal from service made him ineligible to run for public office. The Ombudsman's investigation found Rosal guilty of grave misconduct and oppression, as well as conduct prejudicial to the best interest of the service. Rosal was dismissed from his position and permanently disqualified from holding any public office, according to the ruling. Despite this disqualification, Rosal filed his certificate of candidacy in October 2024. On October 22, the Supreme Court en banc upheld the disqualification of both Rosal and his wife, former Legazpi City mayor Carmen Geraldine Rosal, from holding public office
