The Commission on Elections ( Comelec ) disqualified former Albay governor Noel Rosal from seeking reelection next year. In a 17-page decision promulgated on December 27, 2024, the Comelec 's Second Division cited Rosal's dismissal by the Office of the Ombudsman in December 2022 for violating the Local Government Code. The disqualification stemmed from a petition filed by Josefino Dioquino, who argued that Rosal's dismissal rendered him ineligible to run for office.
The Ombudsman found Rosal guilty of grave misconduct, oppression, and conduct prejudicial to the best interest of the service, leading to his dismissal and perpetual disqualification from holding public office. Rosal, who filed his certificate of candidacy in October 2024 to run again for governor, appealed the Ombudsman's decision. However, the Comelec emphasized that the dismissal was immediately executory and unaffected by the appeal. Rosal served as Albay governor after winning the May 2022 elections but was later dismissed in relation to the disbursement and release of government funds during the prohibited period before a regular election. Last October 22, the Supreme Court en banc affirmed the disqualification of Rosal and his wife, former Legazpi City mayor Carmen Geraldine Rosal, from holding public office
