The Commission on Elections (Comelec) has rejected a petition seeking to classify Pastor Apollo Quiboloy, leader of the Kingdom of Jesus Christ (KOJC), as a nuisance senatorial candidate for the May 2025 elections.
The Commission on Elections ( Comelec ) on Friday, December 27, 2024, dismissed anew the petition to declare Kingdom of Jesus Christ (KOJC) leader Pastor Apollo Quiboloy a nuisance senatorial candidate for the May 2025 elections. In its seven-page decision, the Comelec en banc affirmed the ruling of the Comelec First Division, dismissing the Motion for Reconsideration (MR) filed by Workers and Peasants Party (WPP) President Atty. Jose Sonny Matula.
The Comelec stated that the MR offered 'no valid grounds' to warrant a reversal. 'It must be emphasized that there was no valid ground were raised in the Motion. Moreover, the Assailed Resolution was neither without sufficient basis in the records nor contrary to law,' said the Comelec. 'Wherefore, premises considered, the Commission (En Banc) resolves to deny the Motion for Reconsideration. The Assailed Resolution is hereby affirmed,' the decision continued. The Comelec en banc stated that its First Division was correct in ruling that it would be erroneous to combine the petition to declare Quiboloy a nuisance candidate with the request to cancel his Certificate of Candidacy (COC). 'At the outset, the combination of different remedies and prayers in a petition to declare a candidate a nuisance or seek disqualification or cancellation of a certificate is a ground for summary dismissal, as clearly and explicitly mandated by our rules,' it stressed. Regarding the merits of the case, the poll body stated that the First Division's ruling had already sufficiently addressed the reasons for dismissing the petition. 'Discussion of these issues would not serve any useful purpose, as it would merely repeat the same justifications and reasons already covered in the Assailed Resolution,' said the Comelec. In its decision, the Comelec First Division ruled that Matula's petition was 'unmeritorious,' as Quiboloy could not be declared a nuisance candidate 'based merely on speculation and unsubstantiated allegations.
