The Commission on Elections (Comelec) clarifies that the distribution of social services and the continuation of public works projects are permitted during the election ban, provided they adhere to strict guidelines.
The Commission on Elections ( Comelec ) stated that the distribution of social services should be managed by employees of relevant agencies without political involvement. Comelec Chairman George Erwin Garcia emphasized that the commission will not obstruct the provision of these essential services during the election ban.
He clarified that the Comelec will not impede education for the poor, scholarships, hunger relief, or burial services as long as the distribution process adheres to specific guidelines, including transparency about the beneficiaries, the amount allocated, and the absence of politicians. Garcia urged the public to understand the need for exemptions, particularly regarding public works, during the election period. He acknowledged that the 1985 law prohibiting public works and social services may not fully reflect the current circumstances and that continuous projects should be permitted for the betterment of the public.
