Getting from here to there: It’s time for a purpose-built federal immigration program for international students to transition to permanent residency.Canada has set bold immigration targets, leveraging immigration to drive population and economic growth. But there is one group that still lacks a clear pathway to permanent residence: international students., Canada issues study permits to far more international students than it can transition to permanent residents.
Canada is perceived as a country that is welcoming for immigrants, as well as a safe place with good post-secondary institutions. Expanded access to post-graduate work permits increased the value proposition of study in Canada. And efforts to attract international students have worked. Since 2015, international student enrolment has grown at a staggering pace. In 2015, Canada welcomed 90,000 first-time study permit holders, and by 2019, that number had more than doubled.
