However, any restrictions had to walk a fine line between protecting affected communities from harassment with the Charter-protected freedoms of assembly and expression. To do this, the bylaw targeted specified protests that involved protesters taking aim at characteristics protected under the Human Rights Act, including gender, gender identity, gender expression, place of origin, marital status, family status or sexual orientation.

Numbers provided by the city show the overall number of protests in Calgary did not change following the bylaw’s approval on March 14. Kourtney Penner said she is encouraged by the numbers and glad to see that the steps taken by the city have yielded a positive result.

Penner said she’s been hearing through her position as a board member with the Calgary Public Library that people are feeling safer attending Reading with Royalty events, and that some of the drag-related events are hitting attendance capacity.
