The city says the questions are too complex and detailed for them to answer without a special directive from city council to devote staff to the task.

“Transit Services Department staff identified that, due to the subject matter, complexity and scope of the inquiry, staff are unable to respond using existing resources and information within a reasonable amount of time,” city staff said in their answer to Lo’s submission. “As this inquiry requires significant resource and time investments, Council direction is required to adjust staff work plans and proceed with responding to this inquiry.

“My approach here would have been completely different had this been the first, second, or even third major disruption in Line 1’s service life. Yet time after time, fix after fix, promise after promise, we find ourselves where we started,” he wrote.Article contentIn January, the LRT was partially out of service for six days after two trains got stuck near Lees station during an ice storm.

“When I submitted this inquiry, I did realize that it was very technical and might be too complex for staff to answer, but I also added that in the spirit of the inquiry I hope they’ll look past that and come back with something so that we can properly do our jobs,” Lo said in an interview Tuesday.
