The Criminal Investigation and Detection Group (CIDG) has filed graft charges against a barangay councilor and six others for the anomalous distribution of cash assistance in Barangay Old Balara in Quezon City.

CIDG director Maj. Gen. Joel Napoleon Coronel said the suspects, led by barangay councilor Emmanuel Esteban, were allegedly forcing two beneficiaries of the Social Amelioration Program to donate P500 for the Ladies Brigade of the barangay.

The operation stemmed from a viral video showing Maricris Esteban asking the complainants for a P500 “donation” in favor of the Old Balara Ladies Brigade after they received their SAP pay-outs.
