This is one of the Doug Ford government’s least explicable and very worst decisions
On Wednesday, Manitoba’s Advocate for Children and Youth, Daphne Penrose, released a soul-crushing 115-page report into the life and death of Tina Fontaine, the 15-year-old girl from Sagkeeng First Nation whose body was found in the Red River in Winnipeg in 2014. No less importantly, the report looks into the life of her parents.
“The CFS agency knew the relationship to be sexual and knew that had a past that involved violence and severe addictions,” Penrose reports. The agency didn’t do much about it. Like her mother and father before her, Tina eventually found herself bouncing around Winnipeg from shelter to shelter and motel room to motel room. Occasionally she would stay with her mother. They smoked crack together at least once. Tina routinely worked the streets. At every point, she was ostensibly under CFS supervision.
And yet Ontario’s Child Advocate’s office is shutting down. Irwin Elman, who runs it, announced this week he had done all he could and would step down April 1. “Children and youth connected to our office have been devastated by the decision to end our work,” he said in a statement. It is one of the new Progressive Conservative government’s least explicable and very worst decisions.
