Canada is encouraging these dangerous journeys, even as it tries in vain to convince people not to come.
It remains to Canadians’ great credit that they’re not freaking out about it. But the rhetoric is hotter than it has ever been. Prominent journalist and former Parti Québécois leader Jean-François Lisée recently aroused anger when he suggested Quebec should offer assistance to francophones and those with families in Quebec, and then load the rest onto buses to Ottawa.
As the 17-year-old from the Middle East demonstrates, we are dealing in many cases with very determined people making often dangerous but also perfectly rational decisions. Canada is almost certainly being oversold to migrants, both via word of mouth and by unscrupulous people seeking profit. Months-long waits for work permits are a common complaint from those who make it here . Some disillusioned migrants, faced with too many obstacles,across the border to the U.S.
Some ideas out there might not be so ridiculous or objectionable as they seem. One of Quebec’s justified complaints is that it’s shouldering the entire social-services burden of this weird federal problem itself . Most Roxham Road crossers are not from francophone countries; it’s doubtful most have their hearts set on settling in Quebec specifically. Spreading the burden across the country, as Lisée unartfully suggested, might at least ensure the politics don’t get out of hand.
